Good Small heaters are the perfect solution to cold feet at work. These ceramic small heaters do not take up a lot of space below your desk, do not disrupt your concentration and they are safe. They are versatile enough to be used in the bedroom, family room or even the utility room.
To be very honest I usually put my feet on my portable heater until it gets to hot and then I take them off and wait until they are cool again and right back on. Some of the cheaper models only have one setting and run around 300 to 400 watts, you can find some a little bigger with two levels of comfort and that usually is 1500 watts or 1000 watts.
All of the heaters have some type of tip over safety features, a pedestal, and cord. They are not more than 12 inches high and a lot of times they can fit in your hands. I know, you're thinking, how such a small heater can keep you warm. Remember technology has changed and these little buggers can really kick out some heat. Not as much as a bigger unit, but just enough to keep your feet and hands warm.
Make sure when you purchase your heater that is has a UL sticker on it which means it has been approved for home use. Here is a list of the 4 small heaters that meet the needs discussed above:

DeLonghi DFH132 this little guy is only 10 inches high and weighs about 3 pounds. It is a fan heater with an adjustable thermostat, it's super quiet and has a thermal cut-off. It has a built in handle and a wide base which keeps it stable. When it gets to hot in the office you can use it as a fan. It has two setting from 700 watts or 1500 watts.
Holmes HFH2986 is another small office heater that is whisper quiet.
